Recent Developments in TESL in Utah Public Schools

The relatively few ESL programs in Utah have virtually all been developed since 1970. Forty Utah school districts were polled regarding ESL programs in 1976. Results indicated wide-spread need for increased funds and trained personnel. There is a specific need for discriminating diagnostic exams to identify students with language deficits. Increasing awareness of foreign students’ needs is evidenced among both teachers and administrators. Nationally, Utah ranks in the top thirteen states according to number of foreign students. The ranking drops low for money spent for ESL programs and number of personnel employed. Further study is recommended to define the extent or limitations of funding. It is suggested that school districts redefine their financial priorities and allow for special ESL programs with trained personnel.
